Although getting married in The Elder Scrolls Online is a short but worth while endeavor. The pledge of Mara is used to initiate the Ritual of Mara, found at the correct Shrine to Mara, you will then acquire Rings which bind them together in bonds of love.
This special ceremony can only be performed at a Shrine of Mara. These are often located in major cities, and are accessible right outside of the tutorial area for those that want to get hitched right away.

Note that only player characters can marry not the NPCs.
Those players who have the Imperial Edition are the one who can get married. Mainly because the item needed is only being available in the bundle, the Pledge of Mara.
Join with the one you wish to marry, and visit a Shrine to Mara, can be found in any of the major starting towns. Make sure one person is equipped with the pledge by dragging it onto their action bar, then turn and look at their friend, and initiate the ritual. Once the prompt appears on both players, and if agreed you will float in the air briefly, and then be married.
You will be satisfied of eternal love and commitment, along with the Ring of Mara. Wth this ring, the two married players will have a 10% experience point increase for as long as they both are online and both wear the ring.
For the characters who marry more than once will be restricted from overly-exploiting marriage by two factors. One of the benefits applies only by wearing a Ring of Mara. Note that the rings are limited to two slots, the potential bonuses are limited. Another benefits is only begin the game with a single Pledge of Mara and expend it when initiating a marriage.
